Myths
Even with these facts we don't expect our opponents to remain silent. We expect some people will use fear to claim that a resort casino will adversely impact the Oregon Lottery, create more crime and bankruptcies, and harm local businesses.
Facts
The overwhelming evidence from numerous studies over the years demonstrates that these fears are not justified and do not materialize as claimed.
- While it is possible that there will be a short-term diversion from lottery revenue, the overall strength of the lottery seems to be assured. During the time period when nine Oregon tribal casinos were developed, sited and operated, the lottery revenue grew 175 percent.
- The National Gambling Impact Study Commission (NGISC) found that "there is no link between gambling, particularly casino-style gambling, and crime. The security on the premises of the facilities, the multiple layers of regulatory control, and the economic and social benefits that gambling seem to offer to communities are effective deterrents to criminal activity." The NGISC unanimously adopted their final report, Crime and Gaming: Statement of Findings, in which 24 sheriffs and chiefs of police from gaming jurisdictions nationwide reported no connection between gaming and crime. 2
- Resort Casino Patrons have 17% higher incomes than the average American. 3
- Increases in bankruptcy rates are not related to casinos. At the request of Congress, the U.S. Department of Treasury investigated this issue finding "no connection between bankruptcy rates and either the extent of or introduction of gambling." 4
- Communities closest to casinos experienced a 12-17% drop in welfare payments, unemployment rates & unemployment insurance after the arrival of casino gaming. 4
- Local businesses thrive when a casino is introduced to the community. Like any industry, gaming has its own niche in the competitive market without jeopardizing the potential for local business to grow and prosper. Casinos stimulate and expand the overall economy, which results in growth of jobs, incomes, and industry. 5
Summary
We are confident that Oregonians will see through the myths and recognize the significant benefits that a world-class entertainment center offers all Oregonians.
